Keystone Shooting Center’s range rules are written to prevent unsafe conditions and support responsible firearm handling. Below are the major categories of rules you need to know and how they promote safety and responsibility. 

Fundamental Firearm Handling Practices

Proper firearm handling is essential for safety:

  • Treat every firearm as if it were loaded at all times.
  • Keep your finger off the trigger and outside the trigger guard until ready to shoot.
  • Point firearms in a safe direction: always downrange toward the backstop.
  • Open the firearm’s action and remove magazines until you’re ready to shoot.
  • Never point a firearm at anyone, even if you believe it’s unloaded.

These rules are the foundation of safety, ensuring that firearms are handled properly and minimizing the risk of accidents.

Ammunition and Firing Restrictions

Certain types of ammunition and firing behaviors are restricted for safety:

  • Prohibited Ammunition:
    • Tracer rounds
    • Incendiary ammunition
    • Steel core or penetrating rounds
  • Firing Restrictions:
    • Rapid fire is prohibited; one shot every two seconds is required.
    • Double taps (two shots fired in quick succession) are acceptable.

Commands and Range Officer Authority

The role of the range officer is to ensure that safety rules are followed:

  • Cease Fire: When a “CEASE FIRE/STOP” command is issued, shooters must immediately stop shooting, put down their firearm, and step back from the firing line.
  • Shooters cannot return to the firing line or touch any firearm until the “ALL CLEAR” command is given.
  • Report Unsafe Conditions: Always notify a range safety officer if you see an unsafe condition.

Personal Conduct Standards

To maintain safety and focus, certain personal conduct standards are enforced:

  • No alcoholic beverages or drugs: Shooters must be sober at all times while handling firearms.
  • Eating, drinking, or chewing gum is prohibited in the shooting area.
  • Appropriate Attire:
    • Closed-toed shoes are required.
    • Ear and eye protection are required.
    • Tank tops or low-cut tops are not permitted.
  • Pregnancy Safety: Pregnant women are not allowed on the range for safety reasons.

Equipment and Shooting Lane Guidelines

Proper equipment use and lane etiquette are crucial for maintaining safety:

  • Firearms must remain in their case or holster when being carried into and out of the range.
  • Uncase or unholster firearms only inside the designated shooting booths.
  • Loading and unloading firearms must be done at the shooting bench.
  • Lane Capacity: Only two people are allowed per lane.
  • Stay behind the shooting bench: Shooters should not go forward of the bench unless instructed by a range officer.
  • Holster Qualification: Shooters must be holster qualified before drawing from a holster.

Age and Supervision Requirements

  • Minimum age for participation: 12 years old.
  • Minors (under 18): Must be accompanied by a parent or legal guardian.
  • Pistol Rentals:
    • Shooters must be 21 years old to rent a pistol.
    • Shooters aged 18–20 can only rent a pistol if they are with someone 21 or older.

The Role of Range Safety Officers and Emergency Protocols

The Safety Officer’s Authority

The Range Safety Officer (RSO) is responsible for overseeing the safety of all shooters on the range. Their key duties include:

  • Enforce safety rules and ensure all shooters handle firearms correctly.
  • Issuing commands, like “cease fire,” to stop shooting when necessary.
  • Stopping unsafe behavior and maintaining order on the range.

Cease Fire and Emergency Procedures

If a “cease fire” command is issued:

  • Stop shooting immediately, put the firearm down, and make it safe.
  • Stay behind the firing line and wait for the RSO’s instructions.
  • Follow the RSO’s guidance to resolve the issue and return to safe shooting.

In case of an emergency, like a misfire or accidental discharge, stay calm and follow the RSO’s directions.

Handling an Unsafe Condition

Common unsafe conditions include:

  • A loaded firearm left unattended: Notify the RSO immediately.
  • Accidental discharge or malfunction: Cease firing, step back, and wait for the RSO’s help.
  • Unsafe behavior: Alert the RSO if you notice anyone handling firearms improperly.

Special Considerations for New Shooters and First-Timers

Guidelines for Beginners

If you’re new to shooting, it’s important to prepare before you visit the range. Start by familiarizing yourself with the range rules to ensure you understand basic safety protocols. Safety glasses and ear protection are required, so make sure you wear them. If you’re unsure about anything, such as firearm handling or range procedures, ask the staff for help. Being prepared and informed will help you feel confident and safe on the range.

Understanding the Influence of Alcohol

Alcohol is strictly prohibited in the range. Shooting while intoxicated can impair judgment and reaction times, leading to dangerous situations. Staying sober ensures everyone remains alert and in control, making the range a safer place for all participants.

Legal Guardians and Minors

Minors must be accompanied by a parent or legal guardian while on the range. Those under 18 can participate in shooting activities if supervised by an adult.
